The Riviera recorded five vacant-lot sales and does not appear among the leading neighborhoods for permit issuance. That is a function of what gets built here rather than a sign the neighborhood is stalled.
Riviera parcels are estate-scale and frequently hillside. The homes being designed for them are substantial custom projects with correspondingly long pre-construction phases — geotechnical investigation, structural engineering, extensive design development — before a permit application is ever complete enough to file.
Where the time actually goes
On a project of this scale, permit review is rarely the bottleneck. The work that determines the schedule happens earlier: resolving soils and slope conditions, engineering the foundation and retaining systems around them, and settling a design that will not need to be revisited once those constraints are known.
Owners who front-load that work move through plan check comparatively cleanly. Owners who design first and investigate second tend to redraw.
