Chapter 7A and the New WUI Code: What Changed January 1, 2026
California’s updated Wildland-Urban Interface code now governs every Palisades rebuild. What it requires, what it adds to cost, and why detailing matters more than product choice.

The house you rebuild will be meaningfully different from the house you lost, and the building code is the main reason why.
On January 1, 2026, California’s updated Wildland-Urban Interface code — Title 24, Part 7 — took effect. Every structure rebuilt in the fire areas must comply. Most of ZIP 90272 sits within a Very High Fire Hazard Severity Zone, where Chapter 7A of the California Building Code governs how a home’s exterior is built.
The idea behind the code
Most homes lost in a wildland-urban interface fire do not burn from direct flame contact. They ignite from embers — windborne, arriving ahead of the fire, finding a way inside.
That single fact organises the entire chapter. Read as a list of products, Chapter 7A looks arbitrary. Read as a list of the ways embers get in, it is coherent:
Roofing. A Class A assembly, treated as a system — covering, underlayment and edge detailing together. Roofs collect embers.
Vents. Ember- and flame-resistant, with restricted opening dimensions. An unprotected attic vent is a direct path into the structure, and this is among the cheapest requirements to satisfy and the most consequential to skip.
Eaves and soffits. Enclosed with ignition-resistant assemblies. Open eaves trap rising heat and embers against combustible framing.
Exterior walls. Noncombustible or ignition-resistant cladding, detailed continuously from foundation up.
Windows and glazing. Multi-pane with a tempered exterior pane, or an assembly meeting equivalent performance. Glass fails under radiant heat before the wall does, and once a window fails the fire is inside.
Decks and appendages. Ignition-resistant or noncombustible. An attached deck is an ignition bridge.
Defensible space. Vegetation management around the structure — maintained, not merely established at final inspection.
Why the detailing matters more than the specification
This is the part that gets lost.
A compliant siding product installed over an uninterrupted path to framing does not perform the way it did in testing. A Class A roof over an unprotected vent is not a protected house. The assemblies in Chapter 7A are tested as systems, and they only behave as tested when the continuity holds — at every penetration, every transition, every place two trades meet.
Which means compliance is an execution problem, not a shopping problem. The specification gets you the permit. The field work determines whether the house performs.
That is a real argument for keeping envelope trades — roofing in particular — under tight control rather than distributed across subcontractors who each meet their own scope and no one owns the seams.
What it costs, and whether you are covered
Chapter 7A compliance adds roughly 12 to 18% to hard construction cost. On a rebuild already running $550 to $950 per square foot before design and site work, that is a substantial line.
It is also one of the most common omissions from an insurance carrier’s replacement estimate — part of why carrier estimates in the Palisades averaged about $462 per square foot against real budgets, a gap averaging roughly $1.45 million per home.
Whether your policy covers it depends on your code-upgrade or ordinance-and-law coverage, which is a separate bucket from dwelling coverage with its own limit. Read it specifically. Building to the 2026 WUI code is a condition of permitting, so if the coverage is not there, the gap is yours.

The honest caveat
No code guarantees a house survives the next fire. What Chapter 7A does is remove the failure modes that destroyed the most homes in the last one — ember intrusion through vents, ignition at eaves and decks, glazing failure under radiant heat.
That meaningfully improves the odds. It does not eliminate the risk, and the maintained defensible space around the structure matters as much as the assemblies within it.
